About Paragon Home Care
Most families don’t go looking for home care until something forces the question. A fall, a hospital stay, a phone call that doesn’t sound right. By the time you’re reading a page like this one, you’ve usually been worrying for a while.
We built Paragon for that moment. Activities of daily living are the foundation. Connection is the difference.
What We Believe
Bathing, meals, medication reminders, a ride to an appointment. Those matter, and they’re the easy part to name.
The work that changes an outcome happens in the quieter stretches around them. The moments in between, when a caregiver notices that someone is eating a little less or moving a little slower, and says something before it becomes a crisis.
That’s what we mean by more than tasks. It’s also why we don’t think of care as all or nothing. Most families start with a few hours a week.
What Every Client Receives
Licensed by the Virginia Department of Health as a Home Care Organization.
Sensi.AI 24/7 safety monitoring, included at no additional cost. There is one kind of attentiveness no caregiver can provide around the clock, so we built it into every care plan. Sensi.AI works quietly in the background between visits, watching for early signals, a change in movement or a change in routine, and alerts our care team when something looks off. Most agencies sell this as a premium add-on. Here it’s included.
Every member of our administrative team is a Certified Dementia Practitioner. The coordinators who build the care plan, the recruiter who hires, and the on-call coordinator who answers at 2am. We’ve also built the certification into our standard caregiver training, and we’re working toward covering the whole caregiving team. Dementia care is a baseline here, not a specialty line.
Top 100 home care agencies in North America, 2024 and 2026. Activated Insights builds the ranking entirely from anonymous surveys of a company’s own clients and caregivers, so the recognition comes from the people we serve.
A founder who stays close to the work. Juan Tuason serves on the Fairfax County Commission on Aging.
Caregivers You Can Trust
We hire for character and train for skill. Our view is that skills can be taught and character cannot, so we look for people who are invested in the person in front of them.
Our caregivers are Paragon employees, screened, trained, insured and supervised. We don’t use independent contractors, and every caregiver clears a rigorous vetting process before an assignment. Many of them came to us through referrals from caregivers already on our team, which is a better endorsement than anything we could write here.
In an industry known for turnover, ours is a team that stays. That’s deliberate, and it’s why a family gets the same caregiver rather than a different name each week. We’ve been recognized as an Employer of Choice by Activated Insights for eight consecutive years, since 2019, based on blind satisfaction surveys of our own caregivers.
How Long Our Caregivers Stay
Seven in ten hours of care at Paragon are delivered by a caregiver who has been with us three years or more. One in five of our caregivers has been here over five years, and ten have been here a decade.
Nine out of ten caregivers who join Paragon are still with us three months later. We’d rather hire slowly and keep people than fill a visit and start over.
Caregiver tenure measured across active caregivers, September 2026. Share of hours measured May 2024 – May 2026.
Why Paragon Exists
Paragon exists because of a conversation our founder never got to finish.
In 2009, Juan Tuason was three years into caring for his father at home. On what turned out to be the last day, they argued about a doctor’s appointment Juan was certain his dad was avoiding. He wasn’t. His father went into a coma that night and died ten days later.
Juan left a career in corporate finance and started Paragon in 2013, carrying one conviction out of that loss: the difference between routine care and care that changes an outcome is whether someone is paying close enough attention in the moments in between.
Thirteen years later, that conviction no longer belongs to one person. It’s a standard, written into how we hire, how we train, how we match a caregiver to a family, and what we expect of everyone here.
Our Values
A Passion for CARING
A love for helping others inspires our daily work, fueled by our mission and sense of purpose.
A Spirit of JOY
Sharing and spreading positivity every day fosters a joy-filled community.
A Culture of SERVICE
We exist to serve our seniors, their families and our valued team members, and we take pride in our commitment to do this every day.
A Tradition of INTEGRITY
We are driven by a moral code to do what is right, regardless of credit or reward, even when no one is watching.
Our Vision
A world where aging is met not with mere assistance, but with presence — where every family feels seen, every change is caught early, and every life is lived with dignity at home.
When Needs Change
Sometimes a person’s needs grow past what home care can safely support. When that happens, families shouldn’t have to start their search over. Our sister company, Paragon Assisted Living, opened in 2020 to offer residential care for higher needs in Northern Virginia.
Our Team

Juan Tuason
President & CEO
Juan founded Paragon in 2013 after three years as his father’s primary caregiver at home, and the standard he set then is the one the company still answers to. He came to senior care from a corporate finance career at Fannie Mae, by way of volunteering as a minister to his church’s sick and homebound. He serves on the Fairfax County Commission on Aging, on Sensi.AI’s Customer Advisory Board, and on the National Small Business Association Leadership Council.

Attilio Manziano
Chief Operating Officer / Partner
Attilio runs Paragon’s operations: client care, caregiver staffing, training, and the standards all three are held to. He arrived by an unusual route. A mechanical engineer by training, he ran his family manufacturing business in Caracas before leaving Venezuela and starting over in the United States, first in retail and then in engineering services. He joined Paragon in 2019 and largely built the operations team that runs the agency today. He also owns caregiver training and culture, which he treats as one job.

Jamie Salazar
Director, Client Services
Jamie has been with Paragon since 2017. She started as a scheduler while finishing her degree at George Mason, taking summer classes around her work here, and graduated in 2018 with a B.A. in Global Affairs. She is now Director of Client Services, owning the client relationship from the first call forward: the care plan, the caregiver match, and the day-to-day problem-solving families mention most often in their reviews. She is a Certified Dementia Practitioner.

Anita Irvin
Director of Community Engagement
Anita spent more than thirty years in long-term care before joining Paragon in 2025, twenty-five of them at ManorCare, then as Executive Director of Insight Memory Care Center, which she led through the pandemic and through its expansion into virtual programming. LeadingAge Virginia named her its Vision Leader in 2021. She is a Licensed Assisted Living Administrator, a Certified Memory Impairment Specialist and a Certified Dementia Practitioner. At Paragon she owns the relationships families rely on before they ever call us: hospital discharge planners, neurologists and their care coordinators, assisted living directors and care managers.
Care & Client Team
These are the people a family actually talks to. Care coordinators who know a client’s history without opening the file, an on-call coordinator who answers at 2am, and a recruiting and HR team whose job is making sure the caregiver who arrives is the right one.
